Offshore Powerboats

Colin was Chief Timekeeper for the World Governing Body, the Union International Motonautique for 14 years and Chief Timekeeper for over 225 World and International races at over 100 events, pioneering the development of new technology in the sport.

Colin has been Chief Timekeeper at numerous World, Continental, International and National races around the World for approaching 40 years. This includes a number of endurance races including Chief Timekeeper for the historic Cowes Torquay race in August 2025, his 6th time supporting this event.

Awarded the Silver Pin by the World Governing Body, the Union International Motonautique in 1996 “In recognition of the outstanding achievement for the international sport” and signed by the President and all the Class 1 drivers.

Officer of the Day / UIM Commissioner for 5 World Championship races including St Petersburg, Dubai & Qatar

Developed the first computerised timing system to be used for the Class 1 World Offshore Championships together with the first powerboat tracking systems a few years later, leading the development and use of technology in the sport.

Wrote the non-technical parts of the UIM Class 1, 860 rules including the design of the 70% rule which has been adopted in many classes

Created and ran the top Powerboat website in the World throughout the 1990s. “Worldoffshore.com” was the first web to display all the Powerboat results from World and Continental Championships around the globe.

Guernsey Ambassador of the Year 1997 for “the recognition of the credit which Powerboat Administrator  has brought to Guernsey during 1996”. The citation said “Always sporting the Guernsey logo, this team of three officials, Colin Le Conte, Micky Robert and Richard Ridout have travelled to 10 countries in 1996 officiating at World Powerboat events”

General Boating

Colin’s father was a full time fisherman in Guernsey during WWII. He was brought up on the sea from an early age and had his first boat when he was 15 years old, with a Seagull outboard.

GYC Motor Committee for 6 years. Organised trips 18 major GYC boating events with over 20 boats and 50 people at each event. Introduced a many people to boating and navigating to Sark, Jersey and France.

Member of St Peter Port lifeboat Management Group committee – ran the RNLI Guernsey branch website and Facebook from 2008 to 2023.

Designed Digimap Marina Tides website available free of charge with over 1m visits a year.

Run the DigimapMarinas.com website for over 15 years covering over 100 marinas on the Normandy and Brittany coasts.

Set up a series of AIS tracking systems in the Channel Islands and France and free feeds to major free-of-charge sites. Record 1m position updates a day.

Responsible for the Results Service for the 2003 NatWest Island Games with the assistance of Dr Peter Harris and Matt Polson and also attended both the Isle of Wight, Bermuda, Jersey and Gibraltar Island Games.

Set up Digimap in 1998 which is a world leader in computer-based mapping and Geographic Information Systems (GIS) technology. The company, staff and customers have won a number of International and National awards for their innovative ideas and solutions.

About Digimap

Digimap was founded by Colin Le Conte in 1998. Work started on the project some 2 years prior to that. Colin was Managing Director of Digimap in Guernsey and Jersey for over 25 years. He is now Founder and Chairman.

Digimap Ltd is a private company that specialises in Geographic Information Systems (GIS). Digimap is the official partner for the States of Guernsey for sale of the Bailiwick of Guernsey Digital Map.

Digimap’s success has been based on the production of key solutions for a wide range of users, based on the Guernsey Digital map.

In recognition of the success of Digimap’s work, Digimap was awarded the 2003 “Business Partner of the Year” award at the ESRI Worldwide Business Partner Conference in Palm Springs, and the States of Guernsey were given a “Special Achievement in GIS” award at the ESRI International User Conference.

In 2006, Digimap were awarded ESRI “Foundation Partner of the Year”.

2010 saw the awarding of the GIS innovation award and the top Visionary Thinking Award at the Esri conference and the States of Guernsey were awarded the AGI Innovation and Best Practice for their Tax on Real Property project.

In 2013 the States of Guernsey were awarded the AGI’s top award for Central Government for the Corporate Housing Programme which was developed by Digimap.

In 2016 the States of Guernsey were awarded the NextGen Digital Challenge “Innovation Award for Central Government” for the Rolling Electronic census system which was developed by Digimap. The award was presented in the House of Lords, Palace of Westminster.
